I disagree that you must be conscious to lie. I also disagree that ChatGPT is even actually aware of any of its statements truth or falsehood. It answers the question "Did you tell a lie?" in the same way it would give instructions on how bake a cake: it simply gives you what is the most likely response to the statement given the current context with a bit of randomness thrown in to make it not seem stale.
