Suppose all these current AI image generators get reset to 0 and trained via public domain + voluntary training (in exchange for free usage points because there is no way to pay money when it costs a lot to maintain the servers and give free usage to people). Voluntary training using paintings made only within online software that does not allow anyone to paste artwork from other sources. An AI trained this way would still pose a threat the moment companies see that this thing is capable of producing faster images than a human. Artists will still lose their jobs. Therefore once they notice this, they will be attacking the volunteers who train these. Therefore this type of AI will just not exist anymore because it will not be wanted. Because companies want to squeeze as much as possible for as little as possible.
