you can't prevent you couldn't prevent it anyway, so no other way to deal with it or left behind - cause outside of the EU they will forcefully use it (China). You could go even so far that some make a case that EU would like the AI (specifically in survailiance) but don't have the infrastructure and personal / political power to enforce and abuse it all at once.
