I looked into it and voice mode is only available through the mobile app. You can't activate it right now directly through the website. It looks like it is currently open to all users but they are getting ready to launch a better version online for the paid ChatGPT-4o customers in the next few weeks. On the mobile app, click on the headphones icon on the lower right. They have 4 voice options you can select from in settings under Speech / Voice.
