Iirc he did mention self-harming prior to changing his language to the metaphor of 'coming home'. Most chatbots are programmed to discourage users from SH (and redirect them to mental health services), it's one of their few hard limits. But they aren't really capable of recognizing that when a user says 'coming home' they mean it in the sonic-through-a-noose meme way. If a person wants to use that technology in that way, the company can't stop them, in the same way that a knife manufacturer can't design a handle to stop someone from cutting off their own finger.
