They can't, pattern recognition always has some uncertainty to it. It will match faces to people who don't actually match the face, and it will not match faces to people who actually match the face. All pattern recognition really does is say "This face MIGHT match this other face", but it's always up to the user to make the final call.
So to answer your question: If those Bullies with a Badge can't tell the difference between African Americans, AI is not going to be of much help to them, because it's not intended to make decisions, it's only intended to support humans in making those decisions.
