It's just a feature in the voice system... Chat gpt itself and the voice AI are entirely different, that is also why chat gpt can't detect your tone of voice instead the voice AI translates it into letters and add "!" Or "?"... Chat gpt istelf most likely knows about this feature that it says "uh" or "uhm" to make him more human like
