What you want is a legal framework to prevent selling AI artwork.
This can *theoretically* happen. However you will probably nuke the market for any regular digital artist as well.
If you want the internet to stay as liberal as it has been you wont be able to restrict the ai art, *maybe* at best for big franchise producers in hollywood...and even there it will be very difficult to prove.
Realistically ai images, or generally all digital images will plummet in value over the next years. Why buy from an ai artist if everybody can make it? So at least the monetary aspect will likely just solve itself.
