@Snoy_remover9000 Actually, such a ban would be an arms control treaty, and unverifiable arms control treaties aren't worth the paper they are printed on. _Currently_ data centers are visible, but that is only because there are no treaties creating an incentive to hide them. They are essentially overgrown office equipment.
The _best_ case for arms control treaties is the nuclear test ban, since such tests shake the Earth, and can be detected on the other side of the planet. Even so, pariah nation North Korea has nukes.
Since AI has military applications, I'll go out on a limb and predict that both the USA and PRC would cheat on an AI ban treaty. An AI ban treaty would be dead on arrival.
