I think that most likely the AI research will become heavily regulated by the governments of the world (like many other branches of science). There'll be only one law of robotics: "never construct a conscious robot", and an international moratorium on creating self-aware intelligences will be put. Although some rogue state might still attempt to do it (just as certain countries still produce nuclear weapons).
