I think i have a better answer to the 2nd question "what is the difference between a person making art and AI making art?"
AI learns from artists who spent 10+ years(their whole lives) learning and mastering art and replicates patterns it sees in them. Letting people copy their art styles with near 0 effort, which cannibalizes every incentive people have to practice and make the art in the first place. This will lead to nobody new wanting to be an artist and art will remain stagnant forever.
