To answer the question of how we stop the AI companies for 50 years, requiring government intervention to make it happen being the mechanism, but how do we convince them to choose that condition? I hold Christian beliefs, but am not overly devout, so I'm choosing to lead this fight. However, as irrational, to a more urban secular person's perspective, I think religion is the best vessel to force governments to make the consideration. It isn't difficult to perceive creating AGI or SuperIntelligence is mankind's choice and effort to create an artificial God. Convincing the religions of all faiths to view AI as a demonic or Satanic agenda, wouldn't be that hard to do. In Frank Herbert's Dune, the premise of the setting is that it's thousands of years since the world had to 'fight a war' against AI takeover of humanity, and it took the Butlerian Jihad of the Orange Catholic Church as the mechanism to stop. Not that Frank Herbert is optimum source for a solution, it's a viable solution from the human point of view. If the world's religions united in it's pursuit to stop the progress in the development of AI, that could convince governments to heed.
