I used to work at Whole Foods (notably owned by Amazon) as a cashier. Something that doesn't get addressed enough when it comes to EBT is how difficult and embarassing for the shopper the experience is. I'm not sure how it works at other grocery stores, but the Whole Foods system required a process where the shopper had to tell you they were going to pay with EBT. It was often incredibly awkward because if there was a line, everyone in the line could overhear them. One of the more uncomfortable positions I've been in came during a lunch rush. A woman came in trying to get a prepared foods sandwhich. I was working the 12 items or less register, and there was a long line. The system wouldn't accept the payment, because EBT can't be used to purchase ready-made food, as this qualifies as too close to a restaurant. I had to tell her it wouldn't go through, and she was pretty upset and embarassed. I can't blame her at all, she was in a rush, there was a long line of people behind her who were also in a rush, and she eventually asked to talk to a manager. The manager came over, and this led to a longer backup. Her and the manager got into an argument, and the woman eventually just walked away, leaving the sandwhich. Grocery store technology is way more high-tech than it used to be. There are cameras everywhere to make sure you don't steal. As a cashier you can't just let people pay because the system is all digitized, and the EBT payment is automatically blocked when certain products are registered. The manager was definitely rude, but the whole hierarchy is designed so that if she buys this sandwhich, the manager will be held responsible in case of an audit. The EBT system, even when fully funded and properly fucntioning, is deeply dehumanizing. Every step of the process forces the shopper to essentially declare publicly that they are "too poor to shop without government aid". It's a deliberate policy meant to shame people publicly.
