A chatbot is not really a general AI and that seems like that would be the absolute minimum required for a sentient AI if such a thing is even possible at all. The chatbots are all really just advanced machine learning (ML) algorithms and I highly doubt that they truly actually understand anything. Much like how an algorithm written to play chess doesnt really know its playing chess and cant and wont really learn to play other games or do other stuff. That said... I do not doubt that Google has serious issues regarding morality and how they impact humanity in general.
