Welcome to the new economy companies want of Will You Work For Less Than AI or a Robot? Besides the fact that Musk's talks about "The Future" often involves Insert Miracle Here, he will also say anything to further his goals and his pocketbook. Republicans will so hop onto the universal basic income idea and decide that it must be painful or people will just chose not to work. Also, where would the government get the money to pay this without taxing the wealthy and corporations more which is against their ethos.
It's all talk to hide that if they manage to sort out the issues with AI, many people will be forced into a gig worker, day laborer type of workforce with no healthcare or protections to make employing them cost competitive against a robot or AI. Which will only result in the ouroboros snake eating itself decline of the economy and the country.
