Penrose utters a false premise right off the bat. His statement that "intelligence would involve consciousness," is baseless. He doesn't back it up. There can in fact be intelligence without consciousness. He then goes on to say that "they will not be, be conscious as unless they bring in some other ideas." This statement suggests that he is allowing for the possibility that these systems may become conscious at some point in the future if the necessary ideas, presumably ideas about AI design, are brought in.
