We need to create a massive coalition between nations, similar to the great houses in Dune, that all agree to outlaw AI creation and expansion. Maybe Ai as it is now can be allowed but if any nation is seen making strides towards AGI or proliferating AI tech, all other countries will agree to terminate that entire nation immediately.
One of the arguments towards makijg AI is "well someone is going to do it, wo we so it first"
If all nations are united against its creation in the way i have described, that could stop its creation from one or more sources.
Similar to how Iran isnt "allowed" to have an atom bomb, because other nations will bomb them to oblivion if they try to do it.
