I will always say that ai art won't ever be a replacement for true artists. Ai art is best used as a assistant tool for artists or to help make fan content of characters that don't get much love by artists so that they at least get something or to help give commissioners something to point to and say i want something like that. But on its own it won't measure up to human art and thats why its always better to get a artist if possible and if not then ai art is better then nothing.
