This will never happen. Because to be self aware you need consciousness and consciousness is one of the many phenomenon that we don’t yet understand.
Forget about an algorithm for consciousness, we don’t even know how it works. So this guy is right we won’t have to worry about such things for 100s if not 1000s of years.
