About using "drinking water" for cooling. It will need to be processed into DI water like what is used to process chips in semiconductor manufacturing facilities. You can start with public water supplies but then there's a few energy consuming processes to purify it so that it won't be corrosive. I used to specialize in that for companies like Intel.
