Yes, certain ethnicities with darker skin absorb IR light but not all. That isn't a bias of anyone, it's simply a property of some individuals skin to absorb IR light moreso than others.
AI devs aren't setting out to create racist AI. That's a frankly absurd and ignorant suggestion to begin with. Deep fakes have absolutely nothing to do with race.
