How about program self driving cars NOT to tailgate.
Ideally the distance between two cars should be far enough apart that if the car in front came to a complete dead stop the car behind would have enough time to safely put on the breaks without crashing.
Programming cars like this would not stop all accidents, but if would stop the scenario above.
