i kinda disagree. people go where the jobs are. those areas become populated, attracting more people by creating more jobs. once industries fail, move, opportunities go, the town suffers or even disappears.
look at mining towns. people werent living on a town and suddenly, someone said, we all live here, lets dig down. no, they opened a mining shaft, brought workers, workers brought their families, families brought more work opportunities and more people, pharmacies, restaurants, bars opened for the people who lived there.
san jose didnt become silicon valley because somehow tech people were already there. cities like detroit didnt continue to florish, once the industries their communities gathered for got moved to overseas. like housten, where energy and oil sectors attracted workers and the population followed. not the pittsburg, not the las vegas, not the charlotte, where the deregulation attracted banking expansions becoming a financial center for a while.
of course there are counterexamples, but i can find you a lot of people who moved because of job opportunities. people change countries for a better work. companies move all the time following the exploits of regulations and labor. unless they are some startup trying to seize the scenary, they dont give a fuck about where talent is. people will come for them anyway in a man made capitalist scarcity.
