Replying to the top comment to put some perspective on this. H1B has a cap, we hit it in the first half of every year without fail. This isnt going to be extra workers at all. If you want to build an A team of researchers in a field... say AI, or Chip design then you can build the team of asians/africans/euopeans here in the states without doing a dance about "did we look for Americans first". It means companies are going to fight to recruit the brains from around the globe rather than mid and jr level engineers and programers like we did in the past.
