Yup, and the EU is butthurt that silicon valley happened in the US. (I lived in Berlin for a couple years and London for a couple years for a US tech giant)
But one of several big reasons is the tendency to squash new things like this. You could argue the carefulness is worth it or not--- it's really one of those pros/cons double edge sword things.
