The key is spending on R&D to get the cost of climate friendly techs down. Solar panels and wind are displacing coal because they are cheaper not because utilities love the planet. The same is true of electric cars. Automakers start developing them as soon as they figure out how to make cheap enough batteries. Developed countries need to fund research to keep driving the cost of renewables down. That way as countries develop the cheapest option will also be carbon neutral.
