Max Tegmart keeps going on about the "physical" substrate that is common to mineral, plant, animals, etc, which includes humans and computers. Computers are basically complex arrangements of minerals and so are humans. Physicalism posits that everything is made of materials. But, as Penrose points out, materials are at bottom quantum systems, which we don't understand. Consciousness seems to be something that makes it possible to understand anything at all, but it also presents qualia such as pain that we also cannot understand. Can something made of minerals have pain? How do we know that another person is in pain? Their grimacing, crying out? An actor can imitate that. So could an AI. The question of what would you look for as evidence of AI consciousness is the same as what we look for as evidence a human is consciousness. Either of them can be simulated/imitated. We don't really know what the "physical" is at bottom (as Noam Chomsky has also remarked), but we also don't know what another human feels, apart from interpreting behaviors. There is no way to "prove" that anything is conscious. But that should not bother physicists, because scientists never prove anything. They merely adduce data as evidence in support of a theory. And then endlessly debate.
