Its that and a double-whammy: now it's all kinds of extra special illegal to damage the robot, or interfere with the robot's functions. Voila, you can let your machine out in public with somewhat less fear of it being vandalized.
edit: That's probably all the thought that went into such a law's conception. We are reading way more into it than it deserves IMHO.
