It's just a matter of where the infection takes root, infection of the lymphatic system (Bubonic), the respiratory system (Pneumonic), the blood (Septicemic), the brain (Meningeal) etc and they can all cause each other, for example Bubonic plague can cause secondary Pneumonic or Septicemic plague.
