Only the US and Russia have arsenals big enough to cause the really cataclysmic levels of Fallout and Nuclear Winter that could threaten most/all human life. Not saying a nuclear war involving the other powers wouldn't be terrible, but not us all dying terrible. The Russians have 7k, the US 6.8K and the rest of the world combined about 1.1k.
