Alright, so this thread seems to have lots of confusion in it. I'm going to try my best to write out what the Mexico City Policy actually does without my personal opinion/bias. The policy requires foreign non-governmental organizations to certify that they will not “perform or actively promote abortion as a method of family planning” with non-U.S. funds as a condition for receiving U.S. global family planning assistance. prior to the policy foreign non-governmental organizations could use non-U.S. funds to engage in voluntary abortion-related activities as long as they maintained segregated accounts for any U.S. money received. The effect of this being more funding towards faith based and less toward science based family planning such as contraceptives. It does not cut spending but rather redirects spending.
