I think the issue there is that unlike the Asimov's positronic brain which is assumed as a completely planned, understood and produced technology - real life ai models we have now are foreign to an extent to our scientists, in the way that most of their operation is based on simulating neural systems in our brains. So there is a big element of the emergent phenomenon - complexity arising from complex chaos system, which we do not know how it occurs and what the occurrence is. I remember watching a lecture in the initial months of LLM's rise where scientists talked about how availability of a particular language of LLM in question is totally dependent on when that ai will learn it. And they did not know exactly the process in absolute detail, of how it does learn a language. They have all the background parameters and formulas of it's base functions, data integration and how that data is interpolated, but learning a new language is an emergent phenomenon in this case. So the end point is that Asimov's laws cannot be hard coded onto a system not fully understood, as opposed to the fictional Positronic brain robots within his universe.
