I think we might if we aim for regulation that both makes AI safer and also appeals to the "let's fight China" crowd. So regulations mandating that safety features and theft controls be built into advanced AI chips for example. And if the frontier models start looking really scary (superintelligent), the public might freak out the way they have in some countries about nuclear power, and then anything is on the table.
