It is AI that is being used to create those fakes, but you are technically correct. Real AI doesn't exist yet, but we still call those AI.
(The term has evolved and shifted. We right now have ANI [Artificial narrow intelligence], but what the term artificial intelligence originally referred to was AGI [artificial general intelligence] which doesn't exist yet.)
So yeah, those fakes were created by ANI.
Really, a pointless discussion tho, since those fakes exist regardless of how they were created. Just thought I'd point it out.
