Because an LLM does not understand what it says. It is nowhere near consciousness. It purely predicts the next word. Like how the keyboard on your phone suggests your next word while you type, but on steroids. It has no understanding of what you are asking and cannot count the R's in any word. All it can do is predict the next word.
