I agree for the public domain images, this solves the issues of stealing art from artists, but it doesn't fix the problem that AI images aren't art. You can't use AI to express yourself, not in the way art allows artists to do. You need to create the image to express yourself, a prompt isn't going to carry the message you want to share
Also, going back to the law about prevent the use of copyrighted material, the reason such a law will not be passed is that tech companies would greatly be impacted by this. Reducing training data this much would prevent them from growing the AI at all. They would be greatly loosing from such a law being voted. So no matter how much it would improve the morality of the situation, investors and tech companies aren't going to let a law that would hurt their capital pass
