It's software that simulates a neural network, which is a mathematical construction, but not working like what we usually call an algorithm. Each time the network is recalculated, it does use many little algorithms to recalculate the output value of each virtual 'neuron' each time an input changes. Then there is an algorithm to propagate the update towards the end of the network. These algorithms are just like building bricks, and the building is no longer an algorithm.
