One can hope for government reform (and should do what one can to that end), but realistically, that isn't going to happen, especially not in the US.
And even if you pull that off, the only way to keep AI from completely blowing the economy to bits is to make it a public good, with no ownership interests behind it. Otherwise those interests will always work to corrupt the government in their favour, and sooner or later they will get someone who makes it happen. And it's A LOT harder to undo that influence once its there.
AI is another tool to centralise power in a society, another way to make the population dependent on a service only a few corporations can provide. Either the people at large take over control over AI, or AI corporations will be another undemocratic entity corrupting the government. And arguably one more powerful than banks, the military industrial complex or oil conglomerates.
