It's not as good as it looks. It's only manipulating the lips, and the square frame is a giveaway. It had to be put on audio generation that wasn't nearly as good yet.
Just trying to put down the idea that the government has secretly had Sora 2-level tech for a decade when, no, there would've been a trillion-dollar incentive to steal it instead of the gradual (but fast!) advancement that we actually saw. The more you learn about CompSci, the more obvious the boring explanations are.
