Debatable. Lots of developers are going for the most human like behaviors possible because it's subconsciously really freaky when a person stays completely still like what you're describing and they want their product to be appealing to customers. The picture you're painting doesn't sound like it would even come across as looking high tech, I'm imagining a robot with a toaster head with eyes that follow you. The more convincing it is that it's an actual person the better.
