No. it is not. These programs feel no emotions, and do not generalize or form mental models of the concepts of what they scan. They are just mindless automatons who generate objects that fit within scanned patterns. That is it. They are also not entities who chose to make art of their own, but exist because corporations wanted to eliminate artists from the creative process.
