Government will buy. As unfortunate as this may sound, we will have to shift away from capitalism to socialism. Capitalism is built on competition. There can be no competition between humans and robots/ai. USSR back in the beginning of 1980th had very well defined fairly sustainable social model, that most likely we will need to replicate.
