FSD is the system that costs extra and it does much more than Autopilot.
My Tesla has never failed to stop for a car that is stopped in front of me.
Tesla don't market it as if it is autonomous. Have you ever seen an ad of them doing this? Their only marketing is on their webpage and the descriptions are very clear about what the different systems do.
