Not necessary. Some actions are just things we do randomly. Some we decide to do without any input. And a significant part of our actions are ones that dont seem to actually be automatic.

Purely pattern fitting entities are evolutionary unlikely, and would get outcompeted by entities that can actually understand stuff, and deviate from observed patterns.
