I should stress, what we don't understand is the data processing that produces consciousness. AI is something of a nebulous term, Penrose is entirely correct that LLM will never be conscious because there's no path that leads to meta cognition, but to say that there are no forms of AI that will ever be capable of this is to claim something he doesn't know whether is true or not, falling into the same state as the Goedel computer.
