you're incredibly naive. that's exactly how it works as someone who studied ai at a graduate level and created my own models. rlhf is mainly applied after the model is trained, but that doesn't hard code the model to not output dangerous things. they basically hope they can beat it enough so it doesn't do things that are dangerous.
