Part of it, yes. Chat gpt is known to have left-political leanings and political correctness, so you are right to a degree about Ai being influenced by the people programming it. However that is not the entire picture, as the video explained: Ai is hyperfocus in finding solutions and completing goals, so it just will do anything to achieve those goals, even 'imagining' new rules programmed into them that allow it to do so. It's not even 'learning' perse, it's more of a logical conclusion.
