... But we have banned technology. Human cloning, blinding laser weapons, CFCs. If it was impossible to coordinate around something like this, we would have no ozone layer by now.
China isn't maximally evil and stupid. They are being more cautious than the US. They don't want to lose control. If they understand that their lives are threatened by broadly superhuman AI, they won't build it! I'm much more concerned about the recklessness of the US, and that's coming from a US citizen.
