Its just how facial recognition tracks ppls face. It tracks landmarks on ppls face by light. It just has harder time reading our faces due to how it reflects off our skin. There's a type of facial recognition that works differently in that it makes the image black and white and digitally creates our face, like imagine the ping pong balls on old motion capture suits. I dont remember what its called but it is exponentially more expensive. Like literally 10x more expensive. Also even if police were to get this type of facial recognition, AFAIK it really only works if the person is standing still for an extended period of time.
Tl;dr
Its true it doesn't work as well on black ppl, but its not necessarily racism. More like lack of funding if they would even work.
