It would be fair use, and thus fine, only if the portion of the copyrighted work used does not interfere with the original artist's ability to make money. Unfortunately, Ai companies are training off of artists for free and using that data to take their own career away from them, purely because it is cheaper to train off of an artist for free than it is to hire them. This is quite literally the only thing explicitly forbidden in fair use. Inspiration is a grey area, but when you use that information to screw the original artist out of their own job, it isn't fair anymore. What these Ai companies are doing is offloading all of the personal sacrifice of learning art to artists and then taking all of the money the artist would have otherwise earned from their own work. It's taking away the incentive to actually learn how to do anything, because why learn skills when it'll be simply taken from them for free and then used against them to take their own careers
